Place the yogurt in a bowl with the chives, honey, mustard, salt and pepper and then whisk until salt dissolves. Whisk in the oil by droplets, whisking constantly. Or you can place all the ingredients in a blender and blend. Taste and adjust the seasonings to your preference.
Toss a few tablespoons of the dressing with your salad ingredients. Add your favorite toppings if desired. If not using dressing right away, cover and refrigerate the dressing, whisking or shaking again before use.
